Overview of Shipworkz Safety Management System (SMS) Structure
The Shipworkz Safety Management System (SMS) is structured across three levels to ensure operational excellence, safety, and compliance. Level 1, the SMS Apex Manual, outlines company policies, roles, responsibilities, and critical procedures. Level 2 supports the core framework by connecting operational elements. Level 3 consists of forms and checklists for implementation and verification. The system is divided into six sections: Management, Crewing, Technical, Operations, and QHSSE. Each section addresses specific responsibilities like training, equipment maintenance, emergency response, and safety protocols. This structure promotes clarity, accountability, and continuous improvement, aligning with Shipworkz's commitment to safety, quality, and regulatory compliance.

SMS APEX Manual
1. Overriding Authority of the Master The Master holds absolute authority to take decisions that prioritize safety and environmental protection. In any emergency or exceptional situation, the Master has the overriding right to act as necessary, even if it means deviating from standard procedures or company policy. 2. Command of the Ship As the highest-ranking officer onboard, the Master is responsible for the overall command of the vessel. This includes navigation, discipline, cargo operations, and ensuring that all activities are performed with precision and care. 3. Implementation of Company Policies and Safety Management System (SMS) The Master is tasked with enforcing all company policies and procedures, including the Safety Management System. It is the Master’s duty to ensure the crew is aware of and adheres to these policies at all times. 4. Motivating Crew Leadership is a critical part of the Master’s role. The Master must motivate, guide, and support the crew, fostering teamwork, high morale, and professional conduct across departments. 5. Issuance of Orders The Master must issue clear and timely orders, ensuring they are understood and executed by the crew. This is vital for maintaining structure and discipline on board. 6. Observing Specified Requirements The Master must ensure that all specified operational and regulatory requirements are met. This includes company standards, flag state rules, port regulations, and international maritime conventions. 7. Review of the Safety Management System The Master must periodically review the effectiveness of the Safety Management System. Feedback and recommendations from these reviews help drive continuous improvement in onboard safety and compliance. 8. Routine Functions From voyage planning and logbook maintenance to crew management and safety drills, the Master is responsible for the routine day-to-day operations of the ship. 9. Certificates and Surveys The Master ensures all vessel certificates are valid and up to date. They also facilitate surveys and inspections, ensuring that the vessel remains compliant with statutory and class requirements. 10. Change of Command During handover, the Master is responsible for ensuring a smooth and well-documented change of command. All key operational information must be handed over clearly to maintain continuity and safe vessel operation.
